Introduction
Vijana Vision Tanzania (VVT) is a Non-governmental organization established in 2000
during the process to advocate for youth inclusion in sustainable development processes
which resulted into agenda 21 in the World Summit for Sustainable Development (Rio+10)
that took place in 2002, Johannesburg, South Africa. VVT envisions building youth capacity
to participate in development processes through research, trainings, advocacy, sharing and
dissemination of information. VVT have built a long-term, local presence in 7 regions of
Pwani, Morogoro, Iringa, Mbeya, Rukwa, Mwanza and Tabora.
VVT is an implementing partner to USAID Tulonge Afya, a five-year project, funded by
the United States Agency for International Development (USAID). It is a partnership of FHI
360 as the prime and partners (sub awardees) TMARC Tanzania, Kangarue Media and Well
Told Story. The project aims to catalyze opportunities for Tanzanians to improve their
health status by transforming socio-cultural norms and supporting the adoption of
healthier behaviors. USAID Tulonge Afya project is the sister project to USAID Boresha
Afya. USAID provided a mandate to Boresha Afya project to strengthen provision of health
services in facilities, while USAID Tulonge Afya project on the other hand is providing
social behavior change communication (SBCC) support to create awareness and
community members to access services that are being enhanced in regions that are
supported by USAID Boresha Afya.
VVT is pleased to announce job opportunity for the Monitoring, Evaluation and Learning
(MEL) officer. The of the program towards its desired objectives, as well as assessing the
outcomes for community beneficiaries, in line with the program’s MEL Plans. The position
will provide support to programming Monitoring, Evaluation and Learning (MEL) officer
will assist the Project Manager in monitoring the progress in Igunga district, mainly in
terms of overview of the data collection. The position will report to the Project Manager
under the supervision of the Team Leader. The position will work closely with the
community health workers, Community volunteers, champions in the district-based teams.
Position’s Objectives
The MEL officer, in coordination and cooperation with the program staff, is expected to
contribute to:
1. Ensure accurate and relevant data is collected during monitoring exercises
(baseline/endline, etc.)
2. Ensure the appropriate archiving of all sources of verification according to MEL plans
3. Capacity building of the data collection teams when required
Main tasks and responsibilities of the position:
1. Data collection:
2. Coding of questionnaire in ODK
3. Recruitment/training of enumerators, CVs, Community Health workers according to the
needs
4. General overseeing of the data collection exercise
5. Contribution to the creation of relevant questionnaires, in coordination with the USAID
Tulonge Afya MEL Supervisor
6. Support to the project manager in the analysis and reporting of findings
7. Organization of feedback meetings with the program teams, to discuss the findings and
follow the action points
8. Update the VVT’s monitoring database
9. Work closely with the CVs, Community Health Workers and champions with the USAID
Tulonge Afya MEL Supervisor to update the data collection tools, according to the needs.
10. Set up an archiving system for sources of verification and work with program teams to
ensure these are available and properly filed
11. Provide support to the USAID Tulonge Afya program team in the monitoring of their
activities
12. Any other duties as requested by the project manager and the Team Leader
Required Qualifications and Experience:
· Bachelor degree in related subject – e.g. social sciences, project management
· At least 1 year of experience in monitoring and evaluation of development or health
programs
· Experience with USAID requirements
· Strong IT skills in MS Word, Excel and ODK software. Other statistics software is a
significant asset
· Ability to work independently and to setup one’s own work plan
· Fluency in English and Kiswahili
· Knowledge of Kisukuma or Kinyamwezi is a significant asset

VVT is seeking a Social Behavior Change and Communication (SBCC) Officer, based in
Igunga, Tabora region to provide technical support in implementing a USAID Tulonge
Afya project in providing social behavior change communication (SBCC) support to create
awareness and drive community members to access services that are being enhanced in the
region that are supported by USAID Boresha Afya.
Specific responsibilities include the following:
Under the leadership of project manager and other team members, develop effective
behavior change strategies and tools targeting key populations including branding and
market segmentation strategies, media campaigns, and communication materials,
counseling tools etc., to support demand creation for awareness and drive community
members to access services that are being enhanced in regions. Activities include support
for:
 Formative survey on end users for the development of the targeted SBCC programming;
Work with key stakeholders in the region to develop a comprehensive demand generation
strategy and related guidelines and tools that will facilitate the demand creation for
awareness and drive community members to access services that are being enhanced in
regions that are supported by USAID Boresha Afya.
 Mobilize social and political support at all levels to create and sustain an enabling
environment for the delivery of interventions;
 Conduct capacity building activities to increase the effectiveness of community volunteers,
community health workers and champions to implement demand creation programming
for health services among key populations.
 Implement a monitoring and quality assurance plan for program implementation
Required skills:
 Substantial demonstrated experience in HIV, TB, Malaria, targeted to vulnerable
populations
 Substantial experience in social and behavior change communication, community
development, and training of communities on health services programming.
 Demonstrated experience in implementing and assessing innovative approaches in demand
generation programming for health services
 Ability to travel 50% of time
Required Experience:
 Bachelor’s degree in health or social sciences and 2 – 5 years of experience in implementing
social and behavior change communication programs. Experience with USAID projects
strongly preferred.
